Description

There are some period like winter break and heavy exams season where we should consider the ability to close our applications in order to prevent large backlogs.

Acceptance Criteria

There should be a feature flag called family_application. In the /apply page, we should respect whether or not this flag is enabled. If it's disabled, we should show some message (can follow-up on the copy).

Additional Context

We can currently control feature flags in our Admin Dashboard.
