Resource Database (v2) 📚

Description

We launched the first iteration of the Resource Database (#245) to support sharing of resources in a more organized fashion within the ColorStack community. There a bunch of great ideas that didn't quite make the v1, but would be great to iterate on in a v2, including the ability to delete resources, edit attachments and more.
