User Story

As the automation process

I want to make sure the process runs without blocking when DAI="mod"/DOI="stVal" doesn't exist or is empty in a IED/LD/LN0

So that the process considers LD "on" and moves to the next step

Acceptance criteria

• Identify all cases where the process verifies the presence of DAI="mod"/DOI="stVal" in IED/LD/LN0
• the process shouldn't be blocked if DAI="mod"/DOI="stVal" is absent or empty in IED/LD/LN0
