Create md-to-clip page after first tool version is packaged

Maybe it's better to get rid of --help flag and move tool docs in this repo. Maybe even treat pages for tools specially: keep them always cached (and restore when they accidentally deleted). User should have an instant help without waiting while it's being downloaded.
