Multiple configuration actions in the Configuration Annex's Configuration Requirements table specify FMT_MOF_EXT.1 as the reference. The FMT_MOF_EXT.1 is about restricting management functions to administrators while the Configuration Requirements table defines the expected value for the configuration actions listed in FMT_SMF_EXT.1.
Therefore, the references really should be FMT_SMF_EXT.1, not FMT_MOF_EXT.1. Please consider updating the Configuration Annex.

The only exception is likely
- Set Logon Warning Banner
which should be FTA_TAB.1 instead.
