Consistency of objectives boilerplate

Filling out a consistency rationale header with custom text does not cause the original text to be replaced. For example, the VPN Client Module has “Consistency of Objectives” header text that differs from what the template populates by default. Filling this out in the <con-obj> tag causes it to display properly, but the original text is also still there which creates redundant and contradictory text. It should be the case that if the <con-obj> tag is non-null, the default text should not be generated. This is happening for the <con-sec-prob> and <con-op-en> tags as well.
