ctr tag defaults to everything being a table

ctr id="radios" pre="" ctr-type="function" -- I thought if pre was empty then nothing would be printed prior to the value of the counter.
ctr-ref ref-id="radios" results in "Table 4". Why is table now the default if nothing is listed in pre?
I liked it the way it was before when ctr-ref ref-id="radios" would result in "4".
