con-mod tags in base-pp sections

The tags for modified/mandatory/optional/sel-based/objective SFRs inside of the tags no longer work. They were working correctly before and their presence throws no schema validation errors, but the text does not display in the consistency rationale section anymore. It is necessary to have the ability to define con-mod rationale for each individual Base-PP in cases where the Module has multiple Base-PPs to choose from, such as with VPN Client. So just having the ability to define the data on an f-component level is not sufficient. If this intended usage of this tag has changed, please provide guidance on how the previous result can be achieved. Otherwise, this appears to be a bug in the makefile. Note that for threats and objectives appears to be unaffected by this and are still working as intended.
