Section Numbering Problem in additional-sfrs section of Modules

Appears to be caused by manually inserted section for an audit table. So it looks like the code assumes that there will be no manually inserted sections.

Fixed by adding <additional-sfrs> and <modified-sfrs> elements to the level calculation.
