Describe the bug

The hover styles for the site name and navigation menu (mobile) lack sufficient contrast.

To reproduce

Steps to reproduce the behavior:

1. Go to https://co-design.inclusivedesign.ca/resources/
2. Hover over the site name or the navigation menu
3. notice the text is hard to read.

Expected behavior

Text should be legible on hover.
