Make project pip/conda installable

As a user, I want to be able to install compas_nurbs with a single command, and have it working in Rhino if possible.

1. Prepare setup.py and workflows for pip releases
2. Prepare conda forge recipe
3. Add compas plugin for rhino-installable modules
