Incompatible `r-*` osx-arm64 builds when linking BLAS/LAPACK

This is a follow up to conda-forge/r-base-feedstock#249 and a companion issue to conda-forge/conda-forge-pinning-feedstock#4668. All previous osx-arm64 builds of R packages that linked BLAS/LAPACK are going to be incompatible with new r-base builds since these no longer ship libRblas.dylib and libRlapack.dylib.
Is this something that should (can?) be patched in metadata to prevent chaos for the end users? Or is issuing rebuilds for the R package feedstocks (i.e., conda-forge/conda-forge-pinning-feedstock#4668) sufficient?
