Image `macOS-11` deprecated

Related (but tangential) to #1844, I just saw that the macOS-11 image is now deprecated: actions/runner-images@5418817
This isn't creating noise in the pipelines yet, but will be removed in Q2 according to actions/runner-images#9255. Compare the last time this happened: #1798
Azure hasn't deprecated it yet. According to that repo README:
The availability of images for GitHub Actions and Azure DevOps is the same. However, deprecation policies may differ.
On GHA, we use -latest.
Ok, macos-11 is now deprecated:
The macOS-11 Big Sur image is deprecated and will be retired June 28, 2024.
PRs with infra updates:
We have ~2 months. There are some feedstocks on macos-12 already, so I guess it works.
Anything else still needed here?
