[RFC] Use PHP 7.3 as minimum requirement for 3.x releases

In order to leverage some modern language features and improvements, and to be able to delegate some responsibilities in 3rd party libraries, the next major release should support PHP 7.3 or higher.

Additionally, PHP 7.3 is now the lower maintained version: https://www.php.net/supported-versions.php.
