Issue Description
The COPY --link flag causes an error when used in a Dockerfile.
Steps to reproduce the issue
$ cat Dockerfile
# syntax=docker/dockerfile:1
FROM alpine
COPY --link /bin/ls /bin/ls2
$ podman build .

STEP 2/2: COPY --link /bin/ls /bin/ls2
Error: building at STEP "COPY --link /bin/ls /bin/ls2": COPY only supports the --chmod=<permissions> --chown=<uid:gid> and the --from=<image|stage> flags

This is a buildah issue.
