Graphic action: config window is not correctly shown hidden

If selecting the graphic selection action, a config window is shown (can be used to set a buffer). The window is not hidden if the selection is hidden via toggle tool. If closing the config window manually, it is not opened again if the selection is opened again.

Steps to reproduce:

• load demo app
• select "graphic" action
• conduct selection in map (if no selection is done, the problem does not occur)
• use "Select features in map" toggle tool to hide the selection
  --> the config window is still shown
• close the window manually
• open selection using toggle tool
  --> the config window is not shown until you switch to another action and switch back
