EPIC: GitOps Pipeline Prototype

Build a reference SDLC pipeline for tenant workloads that follows the principles of GitOps.

Acceptance criteria:

• Tekton is the featured pipeline technology
• Buildah is leveraged for in-cluster image builds
• A quality gate is demonstrated
• No interactions with the k8s API, changes to OpenShift are introduced through GitOps manifest only
• Demonstrates promotion between environments
