Staff Import Tool Does Not Assign Previously Existing RAs

Describe the bug
The process for importing staff members via the import tool does not assign RAs that are already in the DB to the user's residence hall. This means that if a user wipes their staff and then imports a new staff with existing members, the existing members will have to be manually added later.
To Reproduce
Steps to reproduce the behavior:
- Go to 'Manage Staff'
- Click on 'Import Staff'
- Upload a file that contains RAs that already exist in the DB
- Observe that the existing users do not get added to the staff
Expected behavior
Users that already exist in the DB should be added to the Res Hall without issue.
