Use Python Logger Module for Logging

Describe the solution you'd like
This application should use the Python Logger module to keep track of various logging messages. This would help in development/troubleshooting locally and could provide additional information to PaperTrail on the server.

Describe alternatives you've considered
Possibly writing logs to DB - this could greatly increase our space usage.
Papertrail - way to view/filter Heroku logs. This can be complemented by Logger
