Break Duty Page Does not Show All Staff Members

Describe the bug
The list of staff members and the number of break duties they have that appears on the right hand side of the page does not contain all staff members but instead contains only staff members that have a break duty already assigned to them.

To Reproduce
Steps to reproduce the behavior:

  1. Go to the Edit Breaks Page
  2. Observe that the staff members shown are only staff members that have a break duty.

Expected behavior
All staff members should be displayed.
