Break Duty RA List Contains Counts for Break Duties in Other Halls

Describe the bug
In the Break Duty portal, the RA List includes break duty counts that go beyond the hall being viewed. For example, if an Area Coordinator is assigned for break duties in multiple halls, their break duty count is the total number of break duties that they have for ALL halls.
Expected behavior
The counts should only be limited to the hall that is being viewed.
