[Question] 用户管理中的用户审计人权限默认值回显问题

描述问题
当新建完成的用户，或是默认的admin用户，默认的审计人为否，但是在管理界面默认显示为“是”，这时反复登录后，均无法看到设计菜单，只有当重新编辑保存后，才能正常显示审计权限。

复现
重现该行为的步骤:

  1. 新建用户
  2. 看到默认审计人为“是”，此时反复登录均无法看到审计人菜单
  3. 在用户管理界面中编辑用户，点击审计人，下拉显示0，重新选择“是”后保存，重新登录则正常。
