Expected vs actual behavior

literally any command after rpm-ostree results in

error: Loading sysroot: Failed to invoke RegisterClient: Timeout was reached

Expected:
rpm-ostree to work fine

Steps to reproduce it
I did a fresh install to F38 SB and rebased to F39 SB, prior to the fresh install I had daily driven F39 for 2 weeks and rpm-ostree exhibited no issues

Provide any additional data that may help debug this - which specific version of
an RPM is in the repo, or any host system configuration.

I also asked in the Fedora discord for help and a helpful member asked me to run

systemctl isolate multi-user.target

which dropped me to a tty where rpm-ostree worked fine
but after that i used systemctl reboot and logged in as usual and rpm-ostree stopped working yet again
