Describe the bug

Not sure where to report this.

Updates take up a huge amount of CPU resources in exchange for (relatively faster) speed.

This is very noticeable when the fan starts to spin and laptops get hot, CPU usage has spikes up to 100%

Reproduction steps

Configure automatic updates or update manually, wait a while

Expected behavior

A flag to make updates consume not more than ~30% of CPU resources, resulting in longer updates (which doesnt matter when they are automatic)

with less heat, less stuttering apps because of this resource-heavy process, and less fan noise.

Actual behavior

Rpm-ostree takes what it gets, which is a lot
