Final report feature bugs

Here is a final list of the report feature bugs! Make sure to pull from main and start on a new branch. Thank you so much for your hard work this semester. :)

• Make the Assign Priority dropdown overlay over the modal instead of inside the modal so it doesn't result in a scroll bar.

• Fix the button so that it is only rounded at the top so that the button and the dropdown seamlessly match up. The bottom of the button and the top of the dropdown look a bit weird right now as shown in the image below.
  

• Make the admin report page look good on all devices. You can check by right-clicking the page, clicking "Inspect", and selecting "Dimensions" at the top to view how the page looks on different devices. Currently, this is how it looks on a Surface Duo and there is very little information shown although there is a bit of space available. Try to find a good balance between making as much information shown as possible without making it look too cluttered and squished together. If you have a creative design idea to help improve this look, discuss it with me first!
