Rearrange and update footer

It would look better if the NSF logo wasn't the right most feature of the footer and the footer was in general better organized.
- Swap position of links and NSF footer
- Change name of "services" section
- Add in NSF disclaimer

For NSF disclaimer, something like this:
"Any opinions, findings, conclusions or recommendations expressed in this material are those of the developers and do not necessarily reflect the views of the National Science Foundation."
