module: implement query pagination

Summary

Currently, many of the rest endpoints are not paginated and could be a DOS vector. We should implement pagination for the gRPC queries. As we plan to migrate away from amino there is not a large need to spend time implementing it for the rest API.

This may require work on the orchestrator to handle pagination requests
