now acraserver hasn't any check for first connect request and if come incorrect first 4 bytes (big 4 byte integer) then acraserver allocate a lot of memory and can shutdown...
need some verifying that first request is from acraproxy

we decide to limit packet size to 2(@mnaza)-16(@gene-eu) kb for SS initialization
