Interface, that allows to configure (generate configuration, attach storage) and fire up a new instance.

This is a large feature. We planned it in backlog to Q4 2018.

we're sunsetting AcraWebConfig since 0.91.0 and will release / partially release Policies Configuration for AcraCE in next releases.
