feat: Remove cost coverage test in favor of dune query

The per auction cost coverage test is currently broken since it does not account for protocol fees. It is, mostly for that reason, quite noisy.

Therefore I propose to move the test into dune, potentially emitting an alert on a daily basis. The following query with the same absolute tolerance of 0.02ETH (and a relative tolerance of around 10%, not changing the result) gives 4 cases in the last accounting period. The same test in the EBBO repo created 290 alerts on slack.
