Add `sits` and `rstac`

I think they should be also included in the SpatioTemporal.

Dear @kadyb @rsbivand Many thanks for your proposal. My suggestion would be to add sits and rstac to both Spatio and SpatioTemporal task views. In the Spatial task view, I suggest sits be added to the entry Raster data and rstac be added to entry Interfaces to Spatial Web-Services. In case you need, please see two suggested entries:
sits (https://cran.rstudio.com/web/packages/sits/index.html) is an end-to-end toolkit for land use and land cover classification using big Earth observation data, based on machine learning methods applied to satellite image data cubes.
rstac (https://cran.rstudio.com/web/packages/rstac/index.html) provides functions to access, search and download spacetime earth observation data via SpatioTemporal Asset Catalog (STAC). This package supports the version 1.0.0 (and older) of the STAC specification (https://github.com/radiantearth/stac-spec).
