[Feature] Improve Development Set up in READme.md for Windows OS users

Problem

Currently the development set up using Docker in the README file did not capture Windows operating system (OS) users. The steps only works for mac OS users and there are missing steps even for them, like how the .env file should be formatted.

Description

As a Windows OS user, while setting the reposiutory up in my local, I encountered issues that the README did not provide steps to solve. So I documented my process and wrote a step by step guide on setting up LegalDB as a Windows OS user.

Alternatives

I've written a step by step guide on how to get it working in your windows OS. This will help contributors who just started or just got to know about Docker Desktop.
