[Feature] Update CODE_OF_CONDUCT.md

Problem

The code_of_conduct.md is outdated and does not fully reflect the values and expectations of our community. It is important that we have a Code of Conduct that is clear, concise, and inclusive to ensure that everyone in our community feels welcome and respected.

Note: code of conduct is hyperlinked there and the code_of_conduct.md should be updated accordingly.

Description

updating the Code of Conduct to better reflect the diversity of our community and to provide clear guidelines on expected behavior. This will involve reviewing and revising the existing Code of Conduct to ensure that it aligns with current best practices and standards.

Additional context

Specifically, address issues such as:

Inclusive language and behavior
Respectful communication and conflict resolution
Guidelines for appropriate Behavior in online and offline spaces
Reporting and responding to incidents of harassment or discrimination

The CODE_OF_CONDUCT.md file in this repository merely provides a synopsis and a link to the Code of Conduct (CoC). All of the information it contains is still current. It does not contain a full copy of the CoC on purpose so that there is a single authoritative location for our CoC.
