Use Paris timezone for displaying user planning current date

Behat tests cannot pass between 00h00 et 02h00 (Paris time), as When I follow "Mes disponibilités pour la semaine prochaine" will display the current week until 2am.

=> we should add a global timezone to the project and use it at least to find what week we must display
