[Suggestion] Dynamic Lights support for Sanity.

Basically a consideration when using a dynamic lights mod (optifine, ryoamiclights), the dynamic sources can impact the sanity light passive.

Bypassing the light level restriction by just having a torch/lamp in hand would be an easy way to implement that since most dynamic light mod only change the client light and not the server light.
