Python client for the XPipe API

To run the test suite, you'll need to define a couple of env vars. Specifically,
XPIPE_USE_PTB=1
will cause the tests to use the PTB port instead of the release port, while
XPIPE_APIKEY=<api_key>
will allow the two "log in with the ApiKey rather than Local method"
tests to work. Here's the recommended method for running the tests with poetry:
cd /path/to/python_xpipe_client
poetry install
XPIPE_USE_PTB=1 XPIPE_APIKEY=<api_key> poetry run pytest
