[bug] No documentation and possibly wrong implementation of `getLicenseMeterAttribute`

Checking the code it says it requires 4 arguments where the first is the attribute name, no clue what the others are used for, by checking python imlementation it should return an object with allowed_uses allowed_uses and gross_uses
