`options.encoding = 'base64'` not working in IE

When using options.encoding = 'base64', the output doesn't seem to work IE.

At the moment, I am still depending on my fork I made before 2.0.0 which plays nicely with IE.

Unrelated 😔 I had to update the syntax to use the nested at-rules and custom placement via the svg() function.
