Review task flow

The role's tasks are a bit random at the moment (e.g. we set permissions on the same directories more than once, which makes me think we're not running the commands as the right user, etc.)

These should be reviewed with an eye towards making the flow simpler, if we can, and to running commands as the user if we can.
