On last pull request, I canceled this check as it ran for over 6 minutes and did not complete, getting stuck on updating jing. This was inconsequential for that PR (only .md changes), but we should check whether there is a larger problem here.

Ran it again for #2055, and it passed within 1 min.

Terry and I think it is may be because there was a huge Java echo system update in ~Dec 2021, so Jing had a lot of stuff to catch up
