Add Sandbox tests to CI

Sandbox tests require to have and build nearcore, as stated in the official docs.
There is currently only nft-metadata.js as Sandbox tests, but we'll add more.
It can require a few minutes to set up nearcore in Sandbox mode, so that should be accounted to avoid long times waiting for GitHub Actions to complete.
