Saved Filters

My users have a preferred workflow, but setting up filters to correctly navigate between the localizations and states they care about takes time and can be a source of error if not done right/the same way every time.
There should be a way to save and load Localization and State filters, both in the annotation view and gallery view.
Saved filters should be associated with a user, and the user should have the option to make their filter(s) available to other users in the project (shared project filters).
