Bugs with logging an un-spotted POTA activator.

If a person is activating a POTA park and is not spotted you have to manually enter the details.

There's a strange state where it "half" logs it.
It will

• spot on the pota website
• send the adif to the main logger

It does NOT:

• save it to the spots.db (which causes it to not show as hunted)

There maybe also other issues with mode not getting pulled in.

Investigate more.

There was a error parsing the time/date for qso_date when converting to adif. time_on was unaffected.
