Implement the CoBRAS reduced-order model

We should implement the CoBRAS reduced-order model since we intended to use the CoBRAS reduced-order model data as input to romnet.

Please the CoBRAS branch to see the current implementation. At the moment, this implementation is only in cgl.py.

Once we merge in the CoBRAS feature branch this issue should be closed.
