Allow insertion of markdown in release PR with an input

This issue concerns the stage-1/create-release-pr action.
This would allow us to include extra steps or info specific to certain repos. For example, we could run the cylc-doc build as part of the release process for cylc-flow and include the success status of the build as markdown in the release PR.
