Switch off alerts doesn't stop alerts.

JUNGLEfn1 was answering queries on and off because it was syncing slowly. So it was alerting every few minutes. So I went and shut the alerts off on those demo server. However, I kept getting e-mails and SMS until I shut the windshield server down.
