What are the conditions under which the D3 logo may be used in 3rd party projects?

This block suggests the license is GPL 3.
This SO post cites the FSF regarding the application of the GPL 3 for artwork.
I guess the question is: Could I, for example, slap the D3 logo on an Observable notebook thumbnail, or would that suggest a false legitimacy?
Edit: https://observablehq.com/@d3/logo suggests ISC. So using the logo would probably be fine, I'd just have to put an attribution somewhere within the notebook?
