A clear and concise description of what the bug is.

To Reproduce
Steps to reproduce the behavior:

  1. Connect Xbox One GamePad
  2. Enter normal vehicle - horn is "Left Stick Down", lights are on "Right D-Pad"
  3. Enter emergency vehicle - "Left Stick Down" does nothing, lights and horn are both on "Right D-Pad"

Expected behavior
Horn to remain on "Left Stick Down"
