update dsiprouter commands documentation

The following documentation is out of date and needs updated prior to v0.70 release:
- command line usage options in
dsiprouter.sh - command line completion in
dsiprouter/dsip_completion.sh - command line manpage in
resources/man/dsiprouter.1 - installation instructions in
docs/source/
I suggest we create a central file for this documentation, stored as JSON, to make updating these easier.
