[BUG] Outbound Route not routing to carrier

Describe the bug
Removing the value of the From Prefix in Outbound Routes doesn't change the groupid from 10000 to 8000. 8000 denotes that a call is going outbound
To Reproduce
Steps to reproduce the behavior:
- Go to Outbound routes
- Click add
- Enter a name for outbound route
- Enter a From Prefix and a To Prefix
- Select a Carrier
- Click Add
- Click the newly created Outbound route
- Remove the From Prefix
- Click Save
- Click Reload Kamailio
Expected behavior
I expect calls to be routed out to a carrier based on the To Prefix
